  1. Preheat oven to 450 degrees Fahrenheit.
  2. Mix flour, baking powder, sugar, and salt.
  3. Add shortening and mix. Mixture should look crumbly.
  4. Add milk and water to the mixture.
  5. Knead the dough lightly. Roll out to half an inch thickness.
  6. Cut dough in half
  7. Shape the two halves into a circle and place in ungreased baking sheet.
  8. Bake for 20 minutes.
  9. Beat cream until thick.
  10. Add sugar to cream.
  11. Spread cream on first layer.
  12. Put the other layer on top.
  13. Spread cream on second layer.
  14. Arrange strawberries on top of cake.
  15. Chill the cake.
